The rising stage sampler should be used where water surface surge should not exceed 65 mm (2.5 inches) and the velocity does not exceed 1.2 m/s (4 feet/s).

As the water rises in the stream it reaches the crown of the intake, flow starts over the crown, and begins to fill the bottle. Sampling ceases when the level of the water in the bottle reaches the inner end of the air exhaust then prevents circulation through the sampler. An air-lock also forms in the intake and prevents enrichment of the sample from water flowing back and forward in the intake and transporting sediment into the sample container
